I didn't think Steel was so much a villain as he was a bully trying to get attention from his peers, but that's just my opinion I guess. And Hexxus was awesome because his designers did a really awesome job of personifying pollution. Made me feel like toxic waste was actively trying to destroy everything.

Geez, after putting Rasputin at 6, Hexxus at 5, Ruber at 3 and Thrax at 2... I expected a bit of a bigger payoff. Rasputin is the greatest sorceror in Russia... Hexxus is an ancient toxic spirit... Ruber almost took power over Camelot by killing King Arthur... Thrax is a parasite that is going to kill everyone else in the movie... Drake is... a penguin. That is all.

Thrax is pretty impressive for a cartoon villian; I would rank him in league with villains in blockbuster films like Smith from the Matrix, Voldemort from H.P, Joker from Batman, Darth Vader from S.W, for the simple reason that he is the first cartoon villain I've seen in a movie intended for children whose criminal indevours are motivated by wanting to commit murder. he is unique among cartoon villains in that he admits to killing several people in the past and is planning to kill again.
