The Salamanders you saw were in the Ambystoma famil and they are fossorial creatures so they are only above ground one night a year to breed. Every year after the first long spring Rain you can usually go out and see them

I am speaking on behalf of their numbers in PA, and I assure you THEY AE JUST AS OR MORE COMMON THAN GARTERS. Maybe you should check YOUR field guide, but in Pennsylvania this is the only snake I can count on catching EVERYTIME I decide to look. Anywhere near water, youll find them...
