@dvferyance It's the state that pays for the materials and installation. The DOT and the railroad comissioner have a hand in the process too. Drexel, Forest Hill, Puetz, and Old Ryan Road also don't have gates either. It seems they were working south to north, so they may be slated for improvements soon. 7 Mile was the last crossing to get gates. They spent most of last year in Racine doing the Hwy C and Old Spring Street rebuilds. Those crossings were majorly changed and improved.
Beg to differ HighIronofWisconsin. Norfolk Southern starts its 12 hour duty in Chicago and runs to the Twin Cities with Norfolk Power and a Norfolk Crew all the time. UP experimented and hauled this on their line a couple times for Norfolk Southern and told them go for it via track-age rights. Triple Crown is a subsidiary of Norfolk Southern. Big article on this in Eau Claire, WI. in the Chicago and Northwestern Magazine and newletter. I watch and film these guys come thru Eau Claire a lot.

This train is called ZCHEM (Chicago-East Minneapolis) and operates as a UP train, but usually with NS power run through.
