If there's a formal term for it, I dunno what it is... I think of it as snapping the bass. You can hear players like Charlie Patton and Sam Butler use it as well. Instead of plucking the note the usual way, you have to hook your thumb behind the string, pull it away from the face of the guitar slightly and release. I think I probably combined this with damping the bass string with the meat of my picking hand as well, kinda choking off the note. Makes it sound more staccato.
