Dexter is able to feel emotions, especially caring towards his sister. I mean, were he a complete sociopath he wouldn't have been so panicked when she had been kidnapped by his brother, and he wouldn't have cried at the end of this season when he realized he was going to be a father and have a son. And he got pissed/overly protective of Rita when he found out Lila broke into her house. It's just not the most active function of his brain, but it's there

I believe Dexter does care in his own way. We know he loves his sister and I think he does love Rita too. With each passing episode, you see Dexter become more human. Rita is beautiful, not overly glamorous, but real.
