They are mopeds, in the UK anyway. On the 1st of August 1977 a moped becamse a 50cc bike that would carry a 75kg rider at a maximum speed of 35mph. Before 1977 mopeds did require peddles though, pedals are no longer a requirement.

It's like a jeep and a ford suv, they are the same in the eyes of the laws, but are completely different technically.
