Actually, if you look closely while he poses, you can see that he does have a roid gut. The abdominals are muscles and they become overgrown through steroid use, just like the other muscles, causing the abs to eventually, with long-term abuse, become rounded, like a gut. Just take a look at any bodybuilder, especially after a years of injectable 'training' substitutes.
