Hypertension can cause nosebleeds to occur. Hypertension caused by a spike in blood pressure. From what I always believed, when an anime guy see's something like that, it's supposed to be such a dramatic thing, that it causes their heart to accelerate to the point that they get a nose bleed. A comical way of showing that whatever happened really made his heart start going crazy. =P
