i just have the same problem..i have to turn down the graphic settings in order for the beam of light to appear but still its not really visible....also all the magic effects except lightning are bug to me i cant see them they are like mist.....specially the dragon breaths

Actually afterwards I was surprised to realize how many effects I had been missing till now (spell glows, spiderwebs, smoke, light shafts, etc) so thanks!

I can't see fire, frost OR webs. I don't understand whats wrong with it but I see in the desc it fixed the fire and frost particles, and the webs.. o.o I hope this works!

I`ve played oblivion goty on ps3 - two v. important quest unfinishable because of vampirism cure - fail ingredient, and that stupid creature near entrance to some cave - didnt ever showed up!!! AAAaaa... I hate u bethesda for that! They dint give a fuck about patching it on ps3, ever!
