This was one of the last "Looney Tunes" short in black & white released in 1943. The cartoon was remade 5 years later in 1948 as "I Tawt A Putty Tat" with Tweety & Sylvester.
Bugs bunny was not in "An itch in time Bugs was a cover picture for a looneytunes/MerrieMelodies comicbook for the cartoon It was only ElmerFudd his self with his dog.
Tashlin had just returned to Schlesinger's studio after 5 years, having taken over Norm McCabe's unit {he joined the war effort as a corporal}. He continued to direct until the spring of 1945, when he left for good to try his luck in live-action films {although his last, "Hare Remover", wasn't released until March of '46}. Bea Benaderet, in one of her first vocal appearances for the studio, is the unseen "lady of the house". Warren Foster wrote most of Tweety's stories for Freleng in the '50s.
This cartoon would never have worked in color, just because of the haunting noir angles alone! This would be remade with Sylvester and Tweety, but this is actually a superior original.

The cartoon before 'puss n' booty' was "an itch in time'. It's the one with Bugs and Elmer Fudd and directed by Bob Clampett.

The cartoon after 'puss n' booty' was 'Little Red Riding Rabbit'. It was the first one to stay in colorized version and didn't use B&W anymore.

"Puss n' Booty" was the last cartoon in black & white. All looney tunes, after this, were in color from now on.

The LAST black-and-white LT cartoon, and the LAST black-and-white Warner Bros. animated theatrical short. Thanks for posting it! ;-)

The title characters, Petey and Rudolph, might have been forerunners for Tweety and Sylvester.

This cartoon was also colorized twice, in 1968 and in 1990.
