Those lights are more than likely artillery practice or strobe lights...I live close to Fort Riley in kansas so we see alot of that.

Good video. I'm somewhat confused though. The FEMA website states region VI (although they added CA just the other day), so, why in other states? Also, I was wondering why no mention on the news, even on alternative sites. I did read somewhere though that FEMA and DHS are not talking to reporters and not returning phone calls.

Those flashing lights could be a number of things. military use strobe to mark targets for gunship targets or airstrike, or for a landing zone for a chopper or drop zone for Airborne/Paratrooper troops.

But, most of the time the markers or strobe are infrared.
