What a bunch of rubbish, the US's defense budget for 2009 is $689 billion compared to China's $59 billion and you call them increasing in defense spending ?, I guess increasing your budget by $1 would also can be called "increasing" !
i guess you dont know that china's military budget for 2009 is $90 billion and its the 2nd largest military spending in the world. the pentagon reports that china's acutal military spending is 2 or 3 times than what they claimed.
So even if it is $90 billion, that is peanuts since the PLA is 3-4 times larger than the US armed forces !

Neither Chinas partially obsolete and too large armed forces, nor USAs also to large and somewhat aged armed forces would fill that role. I would bet Russia will have the most powerful armed forces in the near future.
Yes, Russia had to spend a large percentage of their GDP because their planned economy was so inefficient. A large percentage didn't equal a large sum though, since the whole country was poor. Modern Russia, capitalist, have much easier to maintain and develop their armed forces. On top of that Russia have all the nukes they need, China only have a few nukes.
