No. Omega's Level is dependant on your level. If you go through the game carding or running from all encounters that give xp (except the two or three you can't) and Junction (and use stat increasing items) you can get a very powerful team against a very low level Omega Weapon.

actually no, Omega is always at level 100, it's probably the only enemy in the game that is stabilized at that level. I fought him at level 56 (stupid), and scanned, he's a lvl 100 enemy....yeah heroes take away the pride of beating it
The addition of chocobo world, does allow you to do some crazy stuff, if you don't mind leaving it running in the back ground to gather items. You can farm for Hp/str/vit etc Ups to boost all your stats at low levels which allows you to defeat bosses that become pitiful due to the way the level system works. It's also the only way I know of to get Ribbons and Frendships, especially with the pocket station being hard to get a hold of.
It's the PC version of the game, which comes with an executable version of chocoboworld, alowing you to do everything that a PS user would need a pocketstation for.

He does have an attack that does 9998 damage to everyone, which kills anyone who isn't fully healed with maxed out HP or Heroed. The reason why "omega weapon is easy" videos don't show him using that attack is because they kill him before he uses it. Which is only really possible if you've powergamed. So no your not insane.
u definnantly used infinite items dude ur guys levels r like 16 and 17. beating him without cheats feels way better and it kinda takes alittle longer not much longer tho.

Unfortunatly, the pocketstation is very hard to find and chocobo world is the main source of the stat ups that I used inorder to be able to get this strong at this level.
If I had one I'd happily do it for the play station version of the game.

In PS version, Omega's level is a constant lv100.
Only in PC or PS(Japanese) version Omega's level is depend on the allies lv.

Omega Weapon, like every other monster/boss in FFVIII, levels with your characters.
The lower the level of your party, the lower the level/hp/mp/etc of the monster.
