Oh, I'm sorry I guess my tutorial isn't that straight forward but it's also old so Fantage has changed. Maybe try looking at a different tutorial :)

You don't need to be on any certain level. This mission is for members as well as non members. Head to the mission center, it should be the last one on the mission board.
