The only way to end violence is for the cultures to change their values and behaviors. That would be the ONLY strategy that would work. The country invests more than enough for the youth in those communities, but nothing changes because their cultures don't improve themselves. Why don't those poor Oakland communities study Koreans, Japanese & Chinese Americans? They were dirt poor and faced racism. How come they've found the path to success? Did whites just hand it to them?
