Fascism? Do you realise that this is what capitalism and wage-labour was like during the industrial revolution in many cities? As soon as people left their agricultural lands (because of debts, resource competition, etc) they got herded into cities and soon found out that only a minority could "make their fortune". Long working days, cramped conditions and poverty became rife while rich capitalists exploited them for hours in factories. The only liberated people were skilled craft-labour.
