Sorry, you're wrong.
Esulti is presente indicativo terza persona singolare of the verb esultare (to exhault).
the way you wrote it is
E: congiunzione
sul: avverbio di luogo
ti: particella pronominale
these make no grammatical sense alone and they sure don't with the rest of the phrase.
