Actually, it depends upon how you became illegal. Not every case of being illegal requires the person to return home. Examples: Visa-students who are expelled from school are then illegal unless they leave immediately. They could arrange to find another school to attend and regain legal status. Ditto with people here on an work visa, they can find another job.
Some are illegal because they aren't reporting an address. That can be corrected. Of course, those who NEVER HAD papers to be here in the first place or are using falsified papers (SSN, etc) are a differnt story and should be dealt with differently than those who are just "out of status".
