My 86 Lude does that!!! I think it's a bad lighting relay + a bad ground on one of the motors... I ended up taking out the fuse for the headlight motors and night my lights are always up, plus my highbeams wont turn off, don't know if the problems are related but I think so....
to remove the parker where the side indicater light is you hit the pop up light switch on the light you will see 2 screws on the top & 1 on each side, this will remove the cover off the headlgiht, then you will see a screw holding covering 2 more screws where the parkers are
I was referring to the common car joke of headlight fluid related to blinker fluid. But older GM cars I believe actually do have a small hydraulic system for their popup lights.
also, by using the steering wheel lever switch, turning the headlights on then off then on again, if you time it right, only the right one will go down and come back up. A true wink!
@VDubAGShowroom one activates, the other is just a hold button incase theres ice or snow, leave them up so you dont damage the electric motor trying to get them to go up when they can't.

Just flip the switch on the dashboard off and on a bunch of times quickly, and eventually the lights will get out of sync.

No, they just become out of sync with each other if you flip the switch up and down for a long enough time :)
