@austingoldelox yes there's a restriction, you must beat the game once in order to do that, you don't need to have any deck leader abilities!

I use a buffed up Water Dragon, since he changes the field he's on into water, he gains 1000 ATK points. 500 for not being in toon, 500 for being in water.

well you have to use a lot the monster you want to promote, you can put in your deck 3 of the same monsters that you want to promote, and if it has already any rank put it as your deck leader, and the more you use it, the rank will raise!
