Reason is that Lata and Rafi were not recording any duets at the time so the MD's used Lata with other male singers and if Rafi was needed, they'd use either Asha or Suman Kalyanpur as in this case. This song was taken from SD Burman composition of "Thandi Hawaein, Lehra Ke Ayein". Roshan used the same tune earlier in some song that was sung by Asha.

@yogione72 If you listen carefully, Suman's voice quivers when she holds a note (quite noticeably). Lata's voice is rock steady. This distinction is a dead give away. Without it, sometimes it is difficult to tell one from the other.
both singers are top but there was some problem in the film field. so many songs went to Lataji. One thing I want tell you there was one more singer Krishna Kalle, her voice was also good she sang in hind with Mukeshji, Mahhendra Kapoorji, Mana deyji but same thing happened with her also.
The same song, a solo is sung by Lata in the same film. I have posted that one too, by the way.
What I came to know is that during this time, there have been some "misunderstandings" between Lata and Rafi and they have chosen Suman to sing this one.
Fortunately, the both Greats have "overcome" the misunderstanding subsequently and have produced many "gems" together!
One has to have highly sensitive and trained ears to differentiate between Suman and Lata. Even people with highest claims can make a mistake in this respect. I, therefore, completely exonerate you for this mistake.
This beautiful song is structured on three equally strong pillars, Suman the singer, Roshan the composer and most importantly, Majrooh Sultanpuri the lyricist. Great composition indeed.
