The public decide, but they only decide on what is a pre-set final 3. I guarantee you that this years winner has already been signed up, and the other 2, maybe 3 have also. As for the the term "Legend", everyone has a different view on who is one and it mostly comes down to taste in music and age group. Yes I dont agree with who the twins think are legends but they are like 17 after all, so to them, Britney is a legend. They might not eben know who the beetles are.
