look at the achivements to get the recon person (dare) you have to beat the game on legendary also to get other characters you have to beat the first level you use them on medium or higher

you didn't get them because you beat the game on easy. if you look at the achievements it sais " beat _____ on normal, heroic, or legendary to unlock a new fire fight character". btw to unlock dare (the girl with recon) beat the game on legendary.

The recon armor in firefight is called Dare the way you get Dare is by completing the campaign on legendary. You only get to have Dare in Firefight but not on xbox live unless you complete the seven vidmaster challenges obviously.
