It is a 6B charcoal pencil that has been sharpened to a long point by using an exacto knife and then using a sand pad to refine the point. With the pencil sharpened in this manner Carmean was able to get a lot more nuance to the line, plus get broader areas of tone.
@squeadlieshero most of the time it is suggested that you sharpen charcoal pencils using an x-acto knife, or similarly sharp blade, which allows you to get that tip
