living around vancouver i can tell you that some are still that color, but some have been updated to newer color patterns, some are black and white, others are a solid color besides the former (ie. green blue grey) and also those are just the crown vics, he ghost cars can be anything really but if your going for the cruiser look that is one look, also thats local PD and vancover also has the RCMP which has an even more diffrerent color scheme.

But I think it is weird, since the Lights in SA only flashe Blue/Red...

And when you use blue blue (which you didnt have to, using Blue Blue in this case is abit off real life), it looks weird.

Maybye he forgot to change the textures for Lightbar, since I downloaded that exact same Lightbar on a Crown Vic but its Blue/Red...
