Voice Series..." So he/she was talking about the Vocaloid Characters, e.g. Kagamine twins, MEIKO, Iroha etc.. Leon, Lola, Miriam, Sweet Ann, Antonio wasn't made to have it's own character (as much as I know), though I think Big Al was has his own character. He also has his own 'biodata' if I'm not mistaken.

First off, this was long before append Miku was released. The whole "one note" sounding thing is (I'm assuming) meant to make her sound cute. If you look at the end credits, you'll see they used a Wacom, meaning they used a tablet. This art and animation style was meant to look choppy most likely to add to the theme and to emphasize on Miku's innocence. If you wanna bitch about it, why don't you make your own song with Miku and animate a PV frame by frame? :)
