Actually, Traveller's Tales did most of the work on this, HMX just provided the engine and the songs + charts.

Personally It's good but still doesnt mean they did more than Harmonix.

In these games, the engine, songs and charts drive the game. Without those, the eye candy would be pointless.

Yep, that's about the size of it. TT may have had a hand in choosing the songs, but the basis of the game is done by HMX. However, the engine is pretty much the exact same as in RB2, except for a few modifications (super-easy mode).

TT got involved because they hold the exclusive rights to LEGO in video games. It would have been a condition of making the game that TT handled part of it. Due to TT being tied up with WB, they distribute it, not EA.
