I want them to continuously make deals about how far they are willing to go in breaking laws. Child pornography is definitely near the top of the list as far as things that should be monitored and dealt with a little more seriously. As far as prostitution goes...I don't think the law will be able to stop that from happening as long as there are willing candidates for those jobs. @ukgirlonce well in japan, it isn't illegal to be a yakuza or to be affiliated with them. and since they have so much power in japan now (i think around 100000+ members?) the police cant stop them. i dont think they mind them filimg because all the underground stuff they do is so discreet. they also get a lot of their money from these gambling-like shops they own called 'pachinko' which is totally legal so they stay rich without worrying about getting caught.
