What country do you live in? You basically just have to build a car or buy a used already built rally car and start racing. Enter as many events as you can afford, win as many as you can, and eventually people start to take notice.
If you can convince companies to sponsor you, it can help a lot with expenses.

My rally car can be seen at the end of the movie in the "By Lageno" image. It's half done, no cage yet so I can only do Rally Cross and other basic events like that right now.
