There's no cruelty to the goat shown in the actual video and although yes the goat may be treated cruelly by the circus, we don't actually know that for certain. Mountain goats, due to the terrain they live in, have incredibly good balance. It wouldn't surprise me if all the goat needed to do that was just a little encouragement.
