@Perkyguy The artists were trying to go for a stylized, retro 40's look for Batman: TAS. It was popular back then for women to wear bright red lipstick. It's also why most rank-and-file criminals are mobsters that wear fedoras and wield Tommy guns. Even Gotham itself is reminiscent of the art deco style. It wasn't until the New Batman Adventures series with its different (and in my opinion inferior) visuals that they started to deviate from that (though it was never discarded completely).
