It's a follower. You can get them in various parts of the world. If you have bad karma, Jericho at Megaton. Good Karma, Star Paladin Cross at The Citadel. And so it goes.

how do you get the main frame back online?ive explored everything but cant seem to activate anything.can you help?

Once you've hacked it and turned it offline I think you can't turn it online again.
