The only issue I have with joking about children is that they aren't old enough to understand it's a joke; if a child hears an adult say something bad about them, there's a good chance they'll feel like it's true. It's why a lot of kids don't speak up about abuse and whatnot, authority figures (adults) are never wrong, in their mind. The fact that Harvey has a mental disability only makes it more so, if he hears this 'joke' later when he's old enough to understand the concepts involved.
