The guy posting video of his son's little league home run is not looking for revenue, and isn't going to post if he is afraid he may have to pay royalties because he used 10 seconds of "We are the champions" as the a music intro. Revenue = any other studio; pay!

Instead, the plan may turn the site into a garbage dump by some people hoping to make money by uploading in massive numbers, regardless of their quality. Also, it may introduce disputes and unhappy workers - users - demanding larger share of the revenue. Most of the users come here just to have fun, and are, I think, relatively well-off, and they won't work harder to earn a few cents per video.
If the viewers like the videos (extraordinary, controversial, funny, etc.), they will leave behind plesant comments and most likely will remember the content creator. In turn, the viewers would like more quality content from the same good creator they remember.
So, yes, quality and creative content in videos will become more cruicial and competitive here on YouTube. This revenue-sharing model will most definitely work for YouTube, original content creators as well as the viewers.
