that means you are not the administrator of that account that why he said you have to be an admin to change the pw like that if you are on a standard acct it won't work
i have an all in one user manager on my channel u don't need to know cmd and it has ALL the codes built and does all the technical stuff for you in + it's free!
i have a batch all u do is type in the user + password (shows it) and it does all the techical stuff fot you!! Please try it! It is free + has no virusis

Everything is in the text box. I tested it on a Windows 95, 98, 2000, XP, and Vista and it works dude.
You may not be an administrator to your computer.
If your not than it won't work.
You are probably a "Simple User"
Go to Control Panel Click on "User Accounts" and try to change your account type to administrator.
If you can't than find out which account on your computer is an administrator and go onto that account then change your account to administrator.
