I understand your argument. A reason the West has suggested a 2-state solution is the practical sense that these rebels can't be nationless forever. Israel, Egypt, and Jordan do not want them. That goal may be impossible, given the long-standing culture of these rebels. They cannot see themselves side by side with Jews.
