Yes, this breaks the terms of the rental contract in disturbing neighbours, hence why they've been issued a section 21. This is the most that can be done, other than you constantly complaining to the Police which will then be a separate matter. Unfortunately, the courts are too slow to process eviction notices in UK.
The council havent done much but they have kept it down to an almost acceptible level, if we have a bad night this means they will try and sleep in late, so we blast slipknot through the walls 5 - 8 am now, just to make a point.
I know how you feel, we have African nieghbours and jesus are the people friggin loud, we have had immense issues in the past with them and gotten the council involved, they are much better now, but every now and then do something to piss us off. Last night they were up till 2 am talking loudly, we even asked a friend to ask them to stop the response was for her to bang on the walls screaming for five mins.

If I were in your situation I would respond by drowning them out with music I know they would hate !
