SWAT actually may use both, because their possible opponents don't necessarily all have body armor - FMJ rounds will go right through an unarmored target, being much better to stop a target with some body armor, which FMJ is better at piercing through than JHP. While JHPs will damage them much more as the bullet expands upon entering the body, fucking the organs and internals up. It's a matter of what might be the best for them.
