Am I seeing this correctly? A single phase 208 volt panel can be equipped with a special 3 pole circuit breaker whose 3rd pole is fed, not from the bus bar on the panel, but from a wire the C phase high leg? Seems a bit sketchy. In my opinion, stick with 3 phase equipment or single phase equipment, but not a combination of both.

It seems to me that the fuses are rated higher than some of those wires. If a short developed in their equipment there could have easily been a fire.
If that is a single phase panel, won't that high leg be constantly shorted? That fuse should blow immediately.
I bet that place doesn't even need three phase service; someone just thought they could make more money that way. If they are going to stay with it they should probably get 208Y/120 service as long as their motors are dual rated for 208.
They only have 2 equipment demands that require 3 phase on this part of the project.We considered changing to single phase but the equipment and the utility change doesn't justify the overall cost.The utility xfmr is 120/240-they would need to change the xfmr and secondary feed from the pole to the new service.
There is another part of the puzzle I have not shown yet. That part has about 12 demands for 3phase.
