Drug use and addiction is a medical matter, not a criminal matter. Locking someone up for simply using a substance will only accelerate further use and worsen circumstances. Ending the war on drugs will crush the cartel's monopoly and profits. These plants should be worth as much as corn and other plant matter. The reason drugs are so profitable is because they are prohibited. We need to look at this matter from a scientific standpoint.

@silversobe Making hard drugs cheap and legal is hardly a solution. Alcohol is cheap and readily available everywhere 24/7. Most Westerners are addicted (my own observation, not a piece of statistics) despite alcohol being nowhere nearly as addictive as heroin.

Portugal decriminalized all drugs in 2003 and focused anti-drug efforts on public health and community safety. Since then... Drug treatment has doubled, HIV rates among users are down, teenage drug use is down, and cannabis usage is among the lowest in the European Union. What we are doing now in the U.S. is definitely not working.

@silversobe Your first element of comparison is a poor choice : please remember that whenever the US government wages a "war against" anything, the real intent is to actually promote what they pretend to fight - Afghanistan being one more example in many. I don't know about Portugal but I do know about Spain : ever since they got out of fascism, hashish consumption has gone wild among the youth there and has spread all over Europe - which is in a very bad way, if you add alcohol to the equation.
