@sidbse That's just what you're supposed to do. Just go to the spire now. When you come back from the spire you should have a quest called 'Blind Date'. Do that quest and Giles will allow you to buy the farm, and at that point you should have the key to the cellar.

I'm hoping that's the case at least, because otherwise I'd just say it's an unfixable glitch, as is very often the case. Try reloading the area and finding Ripper/Giles first, or setting the golden trail to Cold Comfort Farmer or Red Harvest in your quest menu before you go to the spire though, just in case.
@sidbse I believe you end up getting the key from the quest giver after you complete the quest giver's specific quest. The quest giver is Giles or Ripper if you did Cold Comfort Farmer or Red Harvest respectively. I don't know which quest you completed because you said you killed both of them. NPCs respawn in this game after you reload the area typically. Now what I would suggest, based on what you just told me, is to go to the spire and come back.

Hey I can't find this guy, I went to the shack and knocked but there was no one there. I didn't even do the spire quest or anything yet. I did accept the Red Harvest quest though but i havne't spoken to the bandits yet. So am I screwed or does he just wander off every now and then?
@LeeroyFan101 Reload the area (fast travel somewhere and back). If he doesn't reappear, you're stuck with red harvest or the spire unless you restart your entire game, which is, incidentally, the way the developers intended it.
Yeah I tried the fast travel thing and didn't work so right now I'm playing a new game which I guess is okay since it was my first game and I made a few mistakes haha, I didn't know that casting spells in public or pulling out my weapon scared the crap out of people.
@glockeatsnoobs It's really a simple feat to powerlevel at the beginning of the game (or for that matter, glitch your character) before you do any quests, then do them later on. You'll easily see how this happened if you watch these videos from the start.

It'll solve the problem quickly, and as I have been known to say before, good/evil points are easy to get, so if your choice doesn't affect items you get or availability of other quests, it doesn't matter. Otherwise, I'd say it's a glitch, likely of the pathfinding variety. Try to see if there's something blocking Giles' path, or if something isn't in the right place.

So since you did it the good way, did you buy the farm, because theres no way in hell I want to pay 78 grand for a dam farm, just to get the enforcer..
You can get the Enforcer no matter if you pick the good or evil option, so you don't need to buy the farm. I'm not even sure if you need to buy it in the good option. Either way, why not buy the farm? If money is the issue I'd be more than willing to give you a mil or two. This goes for anyone... unless I get too many money requests...
Also, the Enforcer is okay, but IMO not really worth it.
I applied the husky dog potion bought from Murgo after completing some of his quests, which are only available through buying the See the Future game add on from the xboxlive marketplace. The free version won't allow you to get most of the items from him though, such as the husky dog potion.
The exp I got from potions, some of which I transferred over from another profile like I did with my money, which was saved up from numerous things, though I'd like to point out that I did not use the money glitch.
