Well, I worked with IT department and call centers too in India and you hit the nail on the head. A lot of people talk about Accent yes Accent is important but as you mentioned communacative competence is also important. Accent and communacative competence go hand in had but very few people will talk about it. I think, it's a new concept and people should realize the need to have CC.
