Of course he is trying to end medicare. He wants to end medicare and hand out coupons. So you get this 8000 coupon and have to go buy health insurance from the private companies. If that 8k doesn't cover your health care, tough cookies! You get to die old and sick in the gutter. The idea of medicare is that old folks WILL be taken care of even if their kids wont, even if they can't pay for it themselves. Ryans budget will in fact end that. Read it if you don't believe me.
