i play with a deck mixed from legends(1994) to 10th(2008)

You can but there are 4 different Magic formats, 7th edition is type 1.5 and 10th edition is 1.5, extended and type 2 so mixing it would make it a 1.5 deck.

You can use 7th and 10th in Extended - its a format consisting of more editions.

As for rules - no they haven't changed (there might be some minor things), only new rules have been added but they are compatible with the old ones , not replacing them
