I thought the hymn was asking the question as to whether or not Christ walked in England at some point between his resurrection and eventual ascension to heaven? As for "ingcarl69's" intimation that this beautiful hymn is only for the "rich", (whoever they might be) - rubbish! We regularly sang it during morning assembly at my Secondary Modern, (Comprehensive) school in the late '70's.

I think the gist of it is; This once beautiful land has become a polluted den of iniquity and exploitation, but we shall fight with all our might and resources to transform it into a paradise of moral goodness, freedom and justice.
