You can customize the speed of the Mascot on FL Studio 8 to match the tempo of song. If you have FL Studio 8 you should know that

You can program the movements perfectly on beat with the music if you put in the effort. It was just set to random in this video.

You can make your own sprites I think... I replaced Fl Chan with some stuff I did in ms paint just to experiment ..Definitely tempo triggered btw, it plugs into the sequencer

Yeah I've tried it myself, she just doesn't hit the floor at the edge of each beat, it's more like flowing to the beat, not dancing.

i did a drawing in ms paint, you just have to save it as dance.png. now if i can just figure out the spacing and the rest of the sprites stuff...
