This seems like a video game. The camera car appears to be involved in some of the crashes. Maybe I'm wrong about that. But are these drivers that impulsive that they cross several lanes at once and smash into the rear end of a slower car? I see plenty of stupid driving here in the US, too. But this makes me wonder...
