It is never terrorism if an armed group kills another armed group. That's called war not terrorism. terrorism is the deliberating killing of unarmed people. Israel for example deliberately kills Palestinian civilians in order to pressure them to accept the occupation.
US came into lebanon on a peace-keeping treaty for them due to Israel invading the area. When a local of a country bombs a force that is attempting to create peace between two feudal countries, then it is a terrorist attack. The US HAD to come in to support Lebanon, and had we not been bombed by terrorist activity, then we COULD have helped stopping the invading force of Israel. Lebanon was also under complete social/revolutionary chaos due to precipitating events prior to US/Israel involvement.
