lol, the gold skulls make game play more difficult. If you turn on campaign scoring (which is used for some achievements) the gold skulls add multipliers to your score. So a score of 6000 on a level, with a few skulls equals 6000x4=24,000.

The silver skulls make gameplay more fun, the Grunt Birthday Party, Cowbell and the IWHBYD Skull for example.
