It's one of Tommy's outfits that you can pick up at the Zip Clothing Store, in the mall.

The idea wasn't well taken by the mod leaders (for who knows what reason...) I painstakingly converted a Russian skateboard mod for Vice City which corrects the stance of the player as well as created my own sound effects for the board.
